Welcome to Memphis and the 18th Annual Conference for The Pesticide Stewardship Alliance. TPSA consists of exceptional volunteers who make all this happen year after year and we want to thank everyone who has contributed to putting this program together. In addition, TPSA would not be able to host this conference
without the assistance of all our sponsors. Please take the time to visit with each of them and thank them for helping to make this possible.
We extend a warm welcome to all first time attendees and encourage everyone to meet and get to know the other attendees. We also hope that you enjoy your time in Memphis!
Once again, there are two separate tracks which should allow everyone to find something of interest. Each track has exceptional topics and speakers so you won’t go wrong exploring other opportunities outside your area of expertise. This helps us all better understand the scope of what TPSA covers.

Memphis is the “Home of the Blues” and the birthplace of Rock ‘n’ Roll. Walk down Beale Street, three blocks of nightclubs, restaurants and shops in the heart of downtown Memphis, cold drink in hand, and hear some of the best music in the South. The Beale Street Entertainment District is a melting pot of delta blues, jazz, rock ‘n’ roll, R&B and gospel.

KEYNOTE SPEAKERS

![]() Rick Keigwin became the Director of EPA’s Office of Pesticide Programs in September 2017, having served as the Acting Director beginning in February 2017. Prior to becoming the Director, Rick held positions as the Deputy Office Director for Programs, Director of the Pesticide Re-evaluation Division, and the Director of the Biological and Economic Analysis Division. He previously held several leadership positions in the Registration Division. In his role as the Director of the Office of Pesticide Programs, Rick oversees a staff of approximately 625 people in all registration and re-evaluation efforts associated with pesticides, including the review and establishment of tolerances/maximum residue limits to support the registration of minor uses. |
![]() Welcome to Memphis Bill Gibbons is the Executive Director at The Public Safety Institute at the University of Memphis. A graduate of Vanderbilt University and Vanderbilt School of Law, Mr. Gibbons was previously Commissioner of the Tennessee Department of Safety and Homeland Security until 2016. He was appointed to the post by the Governor of Tennessee, Bill Haslam. He is a former District Attorney General of the 30th Judicial District of Tennessee, which includes Shelby County and the city of Memphis. He was a Republican candidate in the 2010 Tennessee gubernatorial election and is married to Julia S. Gibbons a federal judge on the United States Court of Appeals for the 6th Circuit. |
